  • The premises are not small, straightforward, low-risk and non-housing, including higher-risk processes or dangerous substances.
  • The building, occupancy, construction or escape arrangements are complex, unusual or need specialist technical assessment.
  • You need an inspection, approval, certificate or legal opinion.

In-scope premises may still need competent help

Stop and obtain competent advice if you are uncertain about alarms, emergency lighting, evacuation, fire resistance, firefighting equipment or another precaution; if vulnerable people or shared escape routes need specialist judgement or coordination; or if the inspection reveals complexity that the initial scope check missed.

How to use the pack

  1. Read the START-HERE guide and stop if the premises or your competence falls outside the stated boundary.
  2. Inspect the actual premises, speak with the people who use them and gather maintenance, test and previous assessment evidence.
  3. Complete the assessment with premises-specific findings. Do not accept example wording as proof.
  4. Transfer actions to the display-safe plan, assign owners and dates, and keep restricted PEEP information controlled separately.
  5. Brief staff, close actions with evidence and review the assessment after relevant change, concern, incident or other trigger.

How it compares with free official templates

Official guidance comes first. HSE provides a free general workplace risk-assessment template and examples; it is not a fire-risk-assessment form. GOV.UK and GOV.WALES provide fire-safety guidance for different premises. If those free resources meet your need, use them. The knowhubs pack does not carry extra legal status.
